State to conduct mandated school district review

---- — The Massachusetts Department of Elementary and Secondary Education soon will be conducting a Coordinated Program Review of the Andover School District’s compliance with civil rights, English language learners and special education state and federal regulations.

The review, which occurs every six years, is mandated under federal and state law. The last review was completed in 2008 with a mid-cycle review finished in 2011.

As part of the process, department staff will select programs to observe, staff and parents to interview and instructional sites to assess. The department is reviewing several programs during a single visit in order to be most efficient and to encourage strong connections among the programs.

Following the review, a report will be completed and presented to the superintendent and School Committee. The report will highlight areas for commendation as well as places where the district must propose corrective action plans.

The process is intended to provide districts with a blueprint for ongoing improvement of their programs and services for all students. The department’s report and corrective action plans are public information and will be available upon request from the department. Any member of the public may request to be interviewed by telephone by a member of the department’s visiting team. Those wishing to provide comment should call the superintendent’s office at 978-623-8501 by Friday, Feb. 28, and leave their name and phone number, or call the Department of Education directly at 781-338-3715.

A member of the visiting team will contact each person seeing an interview within two weeks after the completion of the site visit. If an individual is not comfortable communicating in English or requires some other accommodation, the department will make arrangements to communicate appropriately with the individual.
